Lithuania is prepared to cover the costs of establishing a permanent U.S. military base if Washington agrees to station forces there, Prime Minister Mindaugas Sinkevicius said Tuesday. The offer puts Lithuania’s financial commitment squarely behind its request for a lasting American military presence.

The proposal follows years of rotating U.S. deployments in Lithuania. Since 2019, the United States has maintained an armored battalion of almost 1,000 troops in the country through overlapping rotations.

Under the current arrangement, American troops arrive and leave every few months. Lithuania wants that rotating presence converted into a permanent one, with its government prepared to pay the associated costs if the United States makes the political decision.

President Donald Trump said Monday that he would consider Lithuania’s request. His response left the door open to a permanent base and emphasized his positive view of the Lithuanian people.

“They are friends of mine, they are great people, so we will certainly look at it,” Trump said. His remarks showed that the request has reached the president and is receiving consideration from his administration.

Lithuania belongs to both the European Union and NATO. It also borders Russia and Belarus, which the source described as a close ally of Moscow.

Sinkevicius said he presented the permanent presence proposal during a meeting with Trump’s envoy John Coale. That meeting took place last month in Vilnius, Lithuania’s capital.

The prime minister later welcomed Trump’s public response in a Facebook post. He characterized a permanent American troop presence as vital to Lithuania’s deterrence and security.

“I’m glad that this idea is being taken seriously... This is a critically important guarantee of deterrence and security,” Sinkevicius wrote. His statement focused on the importance Lithuania places on securing a lasting U.S. commitment.

Sinkevicius also made clear that Lithuania is not asking Washington to shoulder the establishment costs alone. According to the prime minister, Lithuania stands ready to finance the move if its American partners approve permanent stationing.

“Our partners only need to make the political decision to permanently station troops, and Lithuania is ready to cover the costs involved.” The statement presented the matter as a political choice for Lithuania’s partners, backed by a direct Lithuanian commitment to handle the expense.

The request centers on changing the status of troops already serving in Lithuania rather than introducing an American military presence for the first time. U.S. forces have operated there in recurring rotations for several years, with the armored battalion numbering almost 1,000 troops.

Those overlapping rotations maintain a continuing presence even as individual troops periodically arrive and depart. Lithuania’s proposal would replace that rotating structure with permanent stationing if Washington gives its approval.

Trump did not announce a final decision Monday. He said the United States would look at the request, while praising Lithuania and describing its people as friends of his.

Sinkevicius, meanwhile, framed the proposal as an important security measure and paired it with a pledge to cover the costs. Lithuania’s message to Washington is direct: approve the permanent troop presence, and Vilnius is prepared to pay for establishing it.

The decision now rests with the United States and its consideration of Lithuania’s request. For Lithuania, the desired outcome is a permanent American military base built upon the U.S. armored presence that has operated through overlapping rotations since 2019.
