His remarks tied the Planned Parenthood award directly to the woman he portrayed as an early and important supporter.

Sloan backed Biden beginning with his days on the New Castle County Council and continued supporting him through his 1972 Senate race.

The speech soon shifted from Biden’s political rise to abortion and the Supreme Court’s decision overturning Roe. Biden said Sloan was among the first people he thought about after the ruling.

According to Biden, Sloan would have felt devastated by the decision before responding with anger and astonishment.

“Following the Dobbs decision, as president, I tried to do what I knew Sonny would have done,” Biden said.

“We took action. We signed executive orders to protect access to reproductive health care, including emergency medical care.”

The remarks gave Biden another opportunity to promote executive action taken during his administration to protect abortion access.

His comments placed those orders at the center of his response to the Supreme Court ruling.

Biden closed the speech with a warning about the political power of women and their votes. He told the gala audience that women were about to demonstrate just how much influence they hold across the country.
